LOGISTICS ORGANIZATION AND VALUE CHAIN DEVELOPMENT IN THE DEVELOPMENT AND PRODUCTION OF ELECTRONIC COMPONENTS

Abstract

In this article, the author examines the logistics configuration of value chains in electronics, which has developed over 30 years of market transformation in the domestic electronics industry. This model places domestic electronics manufacturers entirely dependent on external supply chains for passive electronic components (capacitors, resistors, etc.). A comprehensive assessment of the value chain allows the author to conclude that its current development is determined by a system of contradictions, in which the market counterbalances industry support programs are technological dependence, a shortage of domestic capacity, formal localization, and rational economic choices on the part of electronics manufacturers, who are unwilling to order Russian chips and electronic components under sanctions.

By empirically documenting the disruption of previous logistics chains, the author substantiates the need to develop a new profile of cooperative links in the global production and trade chain. Its transformation into a new, more sustainable configuration must be accompanied by a qualitative renewal of the functional role of Russian enterprises—producers of both component bases and finished products. This means control over the supply of key components and technologies: chemicals, materials, and mechanical engineering. The author disentangles the movement toward import independence from a autarkic stance, the alternative to which is closer ties and inclusion in global value chains while reducing the critical risk of dependence on foreign component bases and technological risk in general.
