SENSITIVITY ANALYSIS OF COMPOSITE INDICES IN THE STATISTICAL MEASUREMENT OF YOUTH HUMAN CAPITAL IN THE REGIONS OF THE RUSSIAN FEDERATION

The study aims to develop and test an approach to constructing a composite assessment of youth human capital in the regions of the Russian Federation by jointly examining the stability of interregional estimates and the structure of influence of individual indicators. The empirical base is a panel of 85 Russian regions for 2018–2024. The indicators are grouped into demographic, reproductive-age, educational and scientific, labour, and social components. The Pattern method, pairwise-correlation weighting, and the sum-of-ranks method are applied, while the actual influence of variables is examined through sensitivity analysis. The educational and scientific component is found to preserve both the regional configuration and the structure of indicator influence. Demographic and reproductive-age components may substantially rearrange regional positions despite a similar sensitivity structure. In the labour component, by contrast, similar final scores are generated by different combinations of employment, unemployment, young people not in employment, education or training, and participation in research. Under correlation-based weighting, the social component shifts towards the marriage and family dimension. The results demonstrate that composite-index robustness should be evaluated simultaneously through the final regional distribution and the internal sources of the resulting score.
