SAVING BUDGETARY FUNDS IN THE STATE PROCUREMENT SYSTEM: THE EXPERIENCE OF THE SIBERIAN CUSTOMS ADMINISTRATION

Abstract

The aim of this study is to analyze the procurement activities of the Siberian Customs Administration in 2024, taking into account the structure and effectiveness of various supplier selection methods. The study includes procurements completed between January 1 and December 31, 2024, excluding procedures declared invalid due to a lack of bids. The methodological basis of the study was a comparative analysis of data on procurement conducted using an electronic auction and an electronic request for quotations. The analysis examined the number of purchases, the initial (maximum) contract price (IMCP), the final price of concluded contracts, and the amount and share of budget savings. The results of the study showed that the procurement structure of the Siberian Customs Administration differs from the practices of most other customs authorities of the Russian Federation. While electronic auctions predominate across the customs system, electronic requests for quotations play a leading role in the Siberian Administration. This is due to both the specific nature of the goods and services being purchased and the need for prompt contract conclusion. Key risks of both procedures were identified: limited competition during requests for quotations and the risk of dumping during electronic auctions. The conclusion proposes measures to improve procurement practices, including optimizing the procurement structure, strengthening control over the quality of contract execution, and developing digital tools. The findings have practical significance for improving the procurement activities of customs authorities and can be used in the development of methodological recommendations in the field of public procurement.
