The scientific article defines the theoretical and legal foundations for the functioning of special funds and special government accounts in various countries, identifies specific features of managing special funds using the example of the United States, France, Canada, and Great Britain. The types of special funds are considered according to their intended purpose. The main results of the study emphasize the need to study the world experience of the functioning and management of special funds and special government accounts with the possibility of implementing the best foreign practices in Russia.
