CONCEPTUAL APPROACHES TO THE REGULATION OF INVESTMENT POLICY OF THE BORDER AND CASPIAN REGIONS (REPUBLIC OF DAGESTAN)

Abstract

The article discusses conceptual approaches to the regulation of investment policy of the border and Caspian regions. The stages of economic development of the Republic of Dagestan, as well as conditions for sustainable and stable development are substantiated. The author clarifies the spheres of public life for the regulation of investment policy as political, economic, social and environmental. It is noted that the social sphere of sustainable development of the investment policy of the border and Caspian regions reflects such requirements as achieving a decent standard of living for the entire population; stable development of social and household and socio-cultural infrastructure to increase opportunities and accessibility for the population of the region to receive the full range of social services; achievement of the level of full employment of the able-bodied population; creation of a stable system of social partnership of workers, entrepreneurs and the state on the basis of the legislative establishment of the delimitation of powers of federal, regional and local authorities, the participation of economic entities and trade unions. The article notes that the implementation of these measures in the Republic of Dagestan requires: the development of special regional programs; special regional programs for the development of industry, transport, construction and other sectors of the economy in backward regions, which should contain special economic, organizational and financial mechanisms to ensure the sustainable development of a region; the development of support measures and assistance from the state to the implementation of these mechanisms through the credit and financial system; development of measures to stimulate economic investment policy through full or partial tax cuts during the first three years of construction of new industrial facilities.
