ADVISING ON ISSUES OF STATE SUPPORT FOR INVESTMENT ACTIVITIES SMALL AGRICULTURAL ENTERPRISES

Abstract

The development of investment activities in the agro-industrial complex is necessary for both large businesses and small and medium-sized enterprises. But, if financially secured agricultural holdings have the opportunity to attract specialists of any profile to the development of investment projects, then, as world practice shows, consulting support organized at the state level is necessary for small businesses. At the same time, we are talking, among other things, about the competent use of state support tools, which requires taking into account specific circumstances. The main characteristics of typical state support measures are usually presented in documents adopted at the federal and/or regional levels. At the same time, some difficult moments often escape the attention of rural producers who apply for appropriate resources. In particular, this article discusses the difference in project estimates from the perspective of initiators of investment projects and their partners, as well as radical changes in estimates that are associated with concessional lending. The use of state support measures may not only fail to solve the identified problems, but even aggravate them with an insufficiently correct understanding of the principles of evaluation and project management.
