IMPLEMENTATION OF THE PRINCIPLES OF FEDERALISM IN THE MODERN RUSSIAN ECONOMY

Abstract

This article examines some aspects of the complex and still debatable problem of the relationship between the federal center and territories, as well as between and within territories, or federal relations "vertically" and "horizontally". Federalism is interpreted as a form of resolution of contradictions arising between them in all spheres of public activity. This problem is of particular relevance for Russian society due to its specific features, and the need to ensure the recovery growth of the Russian economy, when budgets of all levels "lost" a lot of money as a result of the pandemic. As an initial prerequisite for solving this problem, the position on the dual content of the territory as part of a single national public space on the one hand, and a relatively independent, independent subject of this space is substantiated, on the basis of which the principles of federalism as the basis of the organization of federal relations are formulated.

The issues of formation, development and improvement of Russian federalism in the budgetary sphere are considered, firstly, based on its specific features determined by the state structure of Russia, and, secondly, taking into account the comparative analysis of the concepts and theories of federalism existing in the world, types and models of budgetary federalism. The degree of implementation of the principles of federalism, and especially in the budgetary sphere, determines the effectiveness of the functioning of various levels of government on the basis of finding a mutually beneficial compromise in the issues of a reasonable combination of common national interests with the interests of individual territories and their citizens, the processes of centralization and decentralization in the budgetary sphere, the development of democratization of public life.
