В статье представлены результаты актуальных исследований, проведённых с целью оценки перспектив промышленного освоения и рисков развития лесного комплекса на территории восточноприграничного труднодоступного субъекта России - Республики Тыва. В соответствии целью исследования решались задачи сбора и изучения первичных источников: данных официальных органов государственной власти и статистики, научных разработок учёных в сфере оценки современного состояния лесного комплекса, определения возможных рисков развития при освоении лесных массивов и объёмов рационального (сбалансированного) использования имеющихся ресурсов. На основании анализа и синтеза полученных данных выявлено, что более 50% территории изучаемого региона покрыты лесами, которые имеют значительные ресурсы и потенциальные возможности при разумном их использовании для эффективного развития лесоперерабатывающей отрасли и могут внести существенный вклад в социально-экономическое развитие субъекта. Показано, что не в полном объёме используются имеющиеся ресурсы, потенциал и возможности лесного хозяйства исследуемой территории. К основным проблемам развития отрасли относятся сложные природно-климатические, рельефно-географические (континентальность и гористость территории) условия, низкие стартовые обстоятельства развития, отсутствие соответствующей инфраструктуры и законодательно правовых условий. Сделан вывод о необходимости создания организационно-технических и финансово-экономических механизмов, обеспечивающих стабильное развитие лесного комплекса восточноприграничного проблемного субъекта страны.
The article presents the results of current research conducted to assess the prospects for industrial development and the risks of developing a forest complex in the territory of the eastern border region of Russia - the Republic of Tyva. In accordance with the purpose of the study, the tasks of collecting and studying primary sources were solved: data from official government authorities and statistics, scientific developments of scientists in the field of assessing the current state of the forest complex, determining possible development risks during the development of forests and the volume of rational (balanced) use of available resources. Based on the analysis and synthesis of the data obtained, it was revealed that more than 50% of the territory of the studied region is covered with forests, which have significant resources and potential, if used wisely, for the effective development of the timber processing industry and can make a significant contribution to the socio-economic development of the subject. It is shown that the available resources, potential and opportunities of forestry in the studied area are not fully used. The main problems of the industry's development include difficult climatic, relief and geographical conditions (continentality and mountainous terrain), low initial circumstances of development, lack of appropriate infrastructure and legal conditions. It is concluded that it is necessary to create organizational, technical, financial and economic mechanisms that ensure the stable development of the forest complex of the eastern border problem region of the country.
