Целью статьи является оценка результативности формирования и развития технопарков в условиях дестабилизирующих факторов внешней среды. В статье использована официальная статистическая информация Федеральной службы государственной статистики РФ, бизнес-навигатора «Технопарки России». Использованы системный подход, статистические методы. В статье приводится обоснование актуальности проблемы формирования и развития технопарков в регионах России. Осуществлен анализ развития технопарков в России в 2014 – 2022 гг. Выявлены ключевые тенденции и проблемы развития технопарков в пространственном аспекте. Осуществлена оценка предварительных результатов промышленной политики в части создания и поддержки развития технопарков. Обосновано, что несмотря на имеющиеся проблемы, развитие технопарков оказывает положительное влияние на промышленный рост субъектов Российской Федерации. Регионы, в которых имеется наибольшее количество действующих технопарков демонстрируют устойчивый рост объемов промышленного производства и инвестиций в основной капитал, выше, чем в среднем по стране. Предложена авторская концептуальная схема разработки и реализации стратегии инновационного развития региона с конкретизацией этапов применительно к технопаркам. Предложен комплекс мероприятий по развитию технопарков в регионах России на среднесрочную перспективу. Полученные результаты могут быть использованы при формировании и реализации промышленной политики в регионах, применительно к развитию промышленной инфраструктуры, а также при разработке стратегий инновационного развития.
The article provides a justification for the relevance of the problem of the formation and development of technoparks in the regions of Russia. The purpose of the article is to assess the effectiveness of the formation and development of technoparks in conditions of destabilizing environmental factors. The article uses the official statistical information of the Federal State Statistics Service of the Russian Federation, the business navigator Technoparks of Russia. A systematic approach and statistical methods were used. The analysis of the development of technoparks in Russia in 2014-2022 has been carried out. The key trends and problems of the development of technoparks in the spatial aspect are revealed. An assessment of the preliminary results of industrial policy in terms of creating and supporting the development of technoparks has been carried out. It is proved that despite the existing problems, the development of technoparks has a positive impact on the industrial development of the subjects of the Russian Federation. The regions with the largest number of operating technoparks demonstrate steady growth in the volume of industrial production and investments in fixed assets are higher than the national average. The author's conceptual scheme for the development and implementation of the strategy of innovative development of the region with the specification of the stages in relation to technoparks is proposed. A set of measures for the development of technoparks in the regions of Russia for the medium term is proposed. The results obtained can be used in the formation and implementation of industrial policy in the regions, in relation to the development of industrial infrastructure, as well as in the development of innovative development strategies.
