Разработанные и применяемые зарубежные модели государственных закупок в рамках международных соглашений, в частности, направленных на предотвращение недобросовестных действий заказчиков и поставщиков, позволят сформировать базис для внедрения наилучших практик в модель государственных закупок Российской Федерации. Конвенции и международные соглашения призывают их участников к содействию в развитии и интеграции систем на разных уровнях международного сотрудничества. Анализ мировых практик исполнения государственных закупок позволил выявить сильные и слабые аспекты зарубежных моделей. По итогам проведенного исследования приведена специфика моделей организации государственных закупок в США, Китае, Южной Корее, Японии и ФРГ. Выявленные авторами особенности заключения контрактов в международной практике могут быть имплементированы в опыт Российской Федерации с целью повышения эффективности осуществления государственных закупок.
The developed and applied foreign models of public procurement within the framework of international agreements, in particular, aimed at preventing unfair actions of customers and suppliers, will form the basis for the introduction of best practices in the model of public procurement of the Russian Federation. The conventions and international agreements being developed call on their participants to assist in the development and integration of systems at different levels of international cooperation. The analysis of the world practices of public procurement execution revealed the strengths and weaknesses of foreign models. According to the results of the study, the specifics of the models of public procurement organization in the USA, China, South Korea, Japan and Germany are reflected. The features of concluding contracts identified by the authors in international practice can be implemented in the experience of the Russian Federation in order to improve the efficiency of public procurement.
