Аннотация: Управление рассматривается с точки зрения механизма регулирования в отношении соблюдения интересов между участниками инвестиционно-строительной деятельности. В связи с чем, автор предлагает определить самих участников, рассмотреть, их интересы по отношению друг к другу, в том числе, определить, какие следует выполнить первоочередные задачи по организации и установлению отношений управления между субъектами предпринимательской деятельности в инвестиционно-строительной сфере. С учетом этого, автор выполнил анализ состояния и развития строительной сферы страны в рамках инвестиционно-строительного комплекса, рассмотрел субъектов ИСК (заказчиков, как субъектов предпринимательства, и как потребителей объектов строительства), от которых зависит уменьшение сроков реализации проектов и снижение затрат на возведение строительства, их задачи, а также проанализировал организационно–экономические характеристики ИСК. Вместе с этим, отметил особую роль государственных институтов и определил их функции, интересы и сложность процесса их исполнения в строительстве. В связи с чем, возникла необходимость формирования особых механизмов государственного регулирования данной сферы.
Abstract: Management is considered from the point of view of the regulatory mechanism in relation to the interests between the participants of investment and construction activities. In this connection, the author suggests identifying the participants themselves, considering their interests in relation to each other, including determining which primary tasks should be performed to organize and establish management relations between business entities in the investment and construction sector. With this in mind, the author performed an analysis of the state and development of the country's construction sector within the investment and construction complex, considered the subjects of the CLAIM (customers, as business entities, and as consumers of construction objects), on which the reduction of project implementation time and reduction of construction costs, their tasks depend, and also analyzed the organizational–economic characteristics of the LAWSUIT. At the same time, he noted the special role of state institutions and defined their functions, interests and complexity of the process of their execution in construction. In this connection, there was a need to form special mechanisms of state regulation of this sphere.
