В статье исследованы тенденции развития регионального рынка труда Красноярского края, Новосибирской и Омской областях, входящих в состав Сибирского федерального округа. Сравнительный анализ показал особенности развития рынков труда в исследуемых регионах. Проводимое автором исследование региональных рынков включает в себя два этапа: изучение демографической ситуации на рынках труда регионов, анализ структуры занятости. Результаты исследования показали особенности развития рынков труда в исследуемых регионах с 2015г. по 2020г. Новосибирская область доминирует по миграционному приросту населения, наибольший миграционный прирост (15,3 тыс. чел.) был 2016 г., в 2020 г. миграционный прирост сократился до 2,02 тыс. чел., что связано с ограничениями, вводимыми в пандемийный год. В Красноярском крае самый низкий уровень безработицы, для показателя характерна изменчивость его значения во времени, минимальный уровень наблюдался в 2018г. и 2019г. – 4,9 % и 4,5 %, соответственно, рост уровня безработицы до 6 % в 2020г. отражает влияние пандемии на региональный рынок труда. В Омской области коэффициент нагрузки на одного занятого в экономике уменьшился с 97,59% в 2015г. до 87,36 % в 2020г. Выявлены проблемы региональных рынков труда: сокращение общей численности занятости в Красноярском крае и Омской области за анализируемый период , рост уровня безработицы в регионах в 2020г., миграционная убыль населения в Омской области за анализируемый период. Для решения демографических проблем и занятости населения необходимы усилия всех участников рынка труда: органов государственного и муниципального самоуправления, наемных работников и работодателей, образовательных организаций.
The article examines the trends in the development of the regional labor market of the Krasnoyarsk Territory, Novosibirsk and Omsk regions, which are part of the Siberian Federal District. The comparative analysis showed the peculiarities of the development of labor markets in the studied regions. The study of regional markets conducted by the author includes two stages: the study of the demographic situation in the labor markets of the regions, the structure of employment, the analysis of the gross regional product. The results of the study showed the peculiarities of the development of labor markets in the studied regions from 2015 to 2020. The Novosibirsk region dominates in terms of migration growth of the population, the largest migration increase (15.3 thousand people) was in 2016, in 2020 the migration increase decreased to 2.02 thousand people, which is due to restrictions imposed in the pandemic year. The Krasnoyarsk region has the lowest unemployment rate. The indicator varies over the time; thus the minimum level was observed in 2018 and 2019 years with the values of 4.9% and 4.5%, respectively. The increase in the unemployment rate up to 6% was observed in 2020, which reflects the impact of the pandemic on the regional labor market. In the Omsk region, the load factor per person employed in the economy decreased from 97.59% in 2015 to 87.36% in 2020. The problems of regional labor markets have been identified: a decrease in the total number of employment in the Krasnoyarsk Territory and the Omsk Region for the analyzed period, an increase in the unemployment rate in the regions in 2020, migration loss in the Omsk Region for the analyzed period. To solve demographic and employment problems, the efforts of all participants in the labor market are necessary: state and municipal self-government bodies, employees and employers, educational organizations.
